Rime, start off with an Aerial Ace then when you're in close quarters an Ice Beam to the face. Then back off and use Twister to wrap Eevee up.

EDIT: Actually, can I get some clarity on the banned moves first? I don't like the "standard banned moves package" because there's no such thing. Some people would consider Explosion, for example, a commonly banned move while others wouldn't. You're opening the door for ambiguous shenanigans if you use a move your opponent assumed was banned when really that wasn't your intent. Just list the moves you want banned so I'm not left to make a judgment call.
