Start by using Surf on any moves that he uses an attacking move.
For stat changers or moves like safeguard and confuse ray use protect on the first and use surf on all the others.
When he changes his own stats use surf.

No, that's cool. I totally don't have any non-evolving Pokemon that are still powerhouses but I'm totally okay being fucking sandbagged, great.
First use Sunny Day. Make him waste Protect and energy. Then, get on its' back and Brick Break it in the back of the head. Don't let go. Staying on is your top priority. Just nail it in the back of the skull until one of you breaks.

Hey, be classy. You're going to have to tough time getting people to ref any of your present/future matches if you're simply going to have a go at your opponent every time the battle doesn't go your way.
In regards to your comment earlier, Dream World abilities are legal, so if you had cleared Solar Power as your Charmander's ability then yeah, he'd be able to have it.

After that exciting and unexpected clincher, the match wears on as our competitors find themselves plucking their second and final Pokeballs from their belts. With mirrored tosses, the Pokemon trainers summon a little flaming lizard and a large seafaring plesiosaur-ish thing respectively. Burner starts doing a little dance, summoning the sun to smile upon the match. Nessi, in a moment of command confusion, throws up a Protect. Not especially effective.
Suddenly, the Safeguard passed to Burner from Gray winks out.

Nessi lets out a surprised cry as Burner leaps upon her back. She summons a deluge of water from the fountain which tries to wash Burner away, but the little Charmander does his best to hold on. Fortunately for him, the sunlight manages to weaken the aquatic blast a fair bit. Raising an arm, he starts pummeling the Water/Ice-type as hard as he can.

As Burner continues to hammer his open palm against the back of Nessi’s head, Nessi calls upon a second cascade of water to do her bidding. This time, the slippery Lapras is just too difficult to cling onto: the Surf washes Burner away. Waterlogged, he lands on a patch of soggy grass, desperately trying to protect his tail flame from being outed.

Get back up on Lapras, use Metal Claw to dig into its' neck and hold yourself firmly in place, then Brick Break with a free hand/leg/foot. If you get washed off before you can Brick Break (or can't get to it), use Dragon Rush to close the gap.

Classtiose you never said that it was an unevolved match. You had no indication that you were against evolved pokemon so don't be mean when I use one. This was one of my starters. You could have picked a lapras too -_- This has been with me since day one.
Anyway
Take the Metal Claw like a women and use Rain dance. Then use Hydro pump followed by surf

MMILP has a point. The OP says that only Basic/Baby Pokemon are allowed and Lapras, by definition, is a Basic Pokemon.

As the match continues, Nessi lets out a skyward wail and begins thumping her flippers against the grass. Suddenly, ominous clouds roll in and obscure the sun. Tiny plinks can be heard as raindrops scour the field, soaking everything in water. Shielding his face against the rain, Burner springs toward his Lapras foe and, with his claws glowing silver, he attaches himself once more to the back of Nessi’s neck. Oh boy!

Nessi begins thrashing her head about in an attempt to loosen that friggin’ Charmander, but he refuses to let go. Craning her neck, she opens her mouth and tries to get Burner within her line of vision so she can spray a blast of water at him, but it’s futile with his current positioning. Consequentially, she doesn’t bother firing the attack since it’s doomed to miss anyway. Burner smirks and continues smashing and smashing with those Brick Breaks.

While Burner keeps up those open-palmed strikes, Nessi commands another pod of water to rise up out of the fountain. Commanding it with her mind, she causes it to collide with Burner, walloping the little flaming lizard hard. Even as the rain boosts the power of the attack, the scrappy Charmander refuses to be dislodged.

Win or lose, I think Burners proving himself ready for the next step...As useful as Galvantula or Beheeyem might be.
Alright Just hydro pump the first to turns then surf the next. If he protects then do nothing to regain energy

As the rain continues to fall, Nessi finds herself in a bit of a bind. With Burner clinging to the back of her neck, it’s impossible to target him with a Hydro Pump given the fact that the move is delivered using her mouth. Burner maintains his grip using an excruciating Metal Claw which only digs his little Charmander talons deeper and deeper into her blue, rain-slick skin. Tossing her neck about, Nessi finds herself consumed by frustration as she goes haywire, firing water skyward like a maniac. The water flies upward before splashing back down and dousing Burner a wee bit, but not nearly as much as a full-on hit would allow… but hey, it’s damage nonetheless!

Nessi repeats her performance with another skyward Hydro Pump. Thanks to that handy-dandy thing known as gravity, it falls back down and a few tiny splashes of it manage to soak Burner, who expresses his irritation with continued Brick Breaks.

Nessi summons another deluge of water from the fountain to float out in an eerie bubble. It bursts against Burner, once again breaking the little Charmander’s hold and washing him onto the muddy grass. An orange corona surrounds his body. Grimacing, he uses a quick aerial jump to leap back onto Nessie’s head, lashing out with his flailing limbs as he lands. He grabs onto the back of her neck once more with renewed resolve to stay put this time.

Burner prepares to gouge his claws into Nessi’s neck but, before he can, he watches as another amorphous blob of water rises eerily out of the fountain. Putting the brakes on his previous strategy, he instead claps his hands together and causes the rain to disperse. Sunlight floods the field as Nessi strikes Burner with another Surf, washing herself of that pesky Charmander yet again.

Nessi begins slapping her flippers against the slowly drying ground and summons rain to the field yet again. Burner, meanwhile, bounces back onto his Lapras foe and digs his Metal Claws into the back of her neck. His physical prowess takes a pleasant turn for the better as a result.

As sheets of rain pummel Classy Courtyard, Burner resumes his old standby tactic: Brick Breaking until the dogs come home! Nessi, whose health at this point is getting dangerously low, nonetheless manages to call upon the help of yet another Surf to ascend out of the central fountain and spill all over Burner. He manages not to lose his hold but seems pretty sure that, after this battle, he’s going to have one hell of a case of hydrophobia.

There can be no drawing it out any further—the end is nigh. Igniting the fire within him, Burner breathes out a crackling trail of flames just as Nessi summons a watery behemoth to rise up out of the fountain and douse the little Charmander thoroughly.
Here we have it, ladies and gents. After a good fight, both Burner and Nessi appear to have knocked one another out and lie without moving on the wet ground. This can only mean one thing: the match is a draw.

IIRC, ties aren't broken by energy. The only exception I've seen was Blade's All-Comers Challenge, but that stipulation was laid out in the OP.
