So, Castform, for now, I don't suppose a Pidgey is particularly weather-resistant. Nor does it look very dangerous, but safety comes first. Thus, start out with a Thunderwave. After that, Hail. Then enjoy the fun part: Ice Beam.
No, wait. If the little bird is daring and annoying enough to change the weather on its own after your second move, go for a Thunderbolt instead of the last Ice Beam. We can always make up for that kind of thing later on.

(By the way, how many ifs are allowed when issuing an order, and what conditions can I set? Could I, just hypothetically speaking, tell my Castform to relax any round that Pidgey is ordered to use protect?)
You guys can use as many 'If's as you can fit in. But remember, the more you 'if', the more your opponent will count them.
In a previous battle vs Chaos Redefined, I used 3, and he still countered me. Confused the hell out of the ref, but you can use as many as you like.

The battle starts with our two new little monsters and their Pokemon darting out between the balloon fortress. Venom darts first at the little Castform first, using his speed to land the first blow. Tracking the bird back to his starting placement, Castform first off a wave of electrical energy, slowing the bird down.

Castform now turns his attention to the weather, calling forth the cold winds of the north. At once, the snow and hail starts to fall from the sky, and Castform turns in to his snow form. On the other side of the field, Venom splits in to 4 clones of himself, only to have them ripped to shreds by the snow.
(Venom: - 5 en, +4 Clones, - 4 Clones) --- (Castform: - 10 en, + Hail, + Forecast (ice))
Chuckling to him self, Castform fires off a beam of Ice at Venom, who manages to get out of the way with Agility.

In response to your comment, Yes you wanted to avoid the attack with Quick attack. However, as Quick attack is an attack, its priority is to do the damage. Moves that are used to avoid attacks are normally non-attacks moves, like Agility or Amnesia.

Castform calls on the weather, creating a ball of ice energy from the hail, striking Venom in the wings. Deciding that he doesn't like the cold weather, Venom turns his attention to the weather, calling the sun out to melt some of the ice. Castform changes to his Sunshine form.

Castform decides he perfers the cold after all, and changes the weather back. Meanwhile, Venom cuts through the changing weather and strikes again.

Try dealing as much damage as you can. No, wait. Since it might be rather tiring.
As soon as one Blizzard has actually hit and inflicted damage, no more Blizzard, continue with Weather Ball instead.
Should that little bird change the Weather, use Hail the next turn. So:
