Persian only learns Swagger in Fire Red and Leaf Green. I suppose that Persian follows the Ruby/Sapphire path of evolution in Colosseum and XD, learning its final attack, Fake Out, at level 59.
Is this a glitch? I trained her past 61 on Mt. Battle and she didn't learn Swagger.

Better start a new save file just to be safe.
You know, I'm wondering. We started over because we ran out of Memory Cards. Should I glitch or hack? We're going to experience a glitch and I found out there's glitches on the web, such as email being sent to us for no apparent reason or is it a hack too?
Do you even know what the words 'glitch' and 'hack' mean?

Also we're experiencing new glitches and new ways to hack. So we're on both subjects. I have to hack for IVs and Max is going to help me hack for them. Make sense?
No. This makes no sense. Delete your save file.
Your disc might be acting funny because it's dirty. Clean it by immersing it in boiled (not boiling, BOILED) water for 5 - 10 minutes.
Don't know a lot about these things, but I'm somehow a little in doubt that cleaning the disc would help in this case. At least it should depend on the way the move learning system has been programmed in the game. Which I don't know a lot about. Blade's disc cleaning tip is handy anyway. After reading all of this, it seems to me that there are 3 options where you have gone wrong:
1) Persian follows the Ruby/Sapphire path of evolution like Alex said
2) You have used a system like Gameshark that has damaged the console or the save file
3) You have hacked the file somehow yourself and damaged it in the process
