You'll need to get the Trading Machine on Knot Island on Pokemon FR/LG working first. Once you have the Ruby and Sapphire Plates in it you can trade with Pokemon Ruby/Sapphire/Colosseum/Box.

GBA has no regional lockouts, meaning you can even trade between other language games. As andy pointed out you'll need to finish FR first to allow national trading
