I kow the basic attack of Binemarang is 50, yet it attaccks twice per turn. Does this mean its actual power per turn is 100, or is it still 50. Would Earthquake be better on my Marowak, or this move?

That depends on how you want to use Marowak, if it has lighting rod, and you have an electric pokemon on your side, then Bonerang is a good move, but then the second attack doesn't always hit.

Bonemerang can do up to 100 Base Damage because it's 50 Base Damage each hit but it's not 100% accurate. I prefer Bonemerang compared to Earthquake because Bonemerang can destroy a Substitute and also hit the Pokemon.

Also, as with other multiple hit attacks, each separate hit has a chance to cause a critical. This makes it quite useful vs tanks where you need a crit to overcome multiple Defense boosts.
