Realgam Tower

I just beat the four rematches in Realgam Tower and Snagged Sunflora and Delibird. However, my strategy guide says there's a Heracross near the room with the code-key locks. I don't see anything, how can I get the Heracross?

If you just scour the entire place you'll find him. I didn't have any trouble finding him by talking to everyone and going to every room.
