The Sapphire Plate is in Dotted Hole on Island 6 or 7. You'll get the last password there when a Scientist steals the Sapphire Plate off you.

I went in there. I go down the first hole then there's some more holes and when I go into one of them I go back to the start.

The braille reads either, UP DOWN LEFT or RIGHT, dont bother looking them up just check the amount of letters in braille. Go down the correct hole.

(And btw Ruby/Sapphire Plate was a translation, it's actually just called the Ruby and Sapphire)
