Where is the Scope Lens in Ruby and in Leaf Green?

The Scope Lens can only be found in the Battle Tower on Pokemon Ruby/Sapphire and in the Trainer Tower on Pokemon Fire Red/Leaf Green.

Theres a chance you'll win Scope Lens in Battle Tower every 7 battles after at least 35. Not sure about FRLG, I've never found one.
