Where do you get a waterstone?

Where do you get a waterstone in gold? I really want one to evolve my poliwhirl

IIRC the only evolution stones are in Kanto. Bill's Father, at Cerulean Cape, will give you a stone if you show him a specific Pokemon.

Everstone -- Lickitung
Fire stone -- Vulpix/Growlithe (whichever is on your version)
Water stone -- Staryu
Grass stone -- Oddish
Thunderstone -- Pichu
