First of all, I would like to say welcome to TPM forums!! I hope that you will enjoy posting here!!

You can snag the Shadow Ledyba at Gateon Port. You will need to use the rotating bridges and get to the little area all the way to the right, which is close to the Krabby Klub. There, you can fight Casual Guy Cyle, who has the Shadow Ledyba.

Also, for future reference, this particular board is more designed for talking about Pokémon in general. The "Other Pokémon Games" board is more suited for questions about in-game help for the Pokémon games that don't have their own individual boards here.
