The TPM Battling League
Rules, Ratings, and Standings

Summary
The TPM Battling League (TPMBL) consists of tournaments conducted over Wi-Fi using the fourth generation games and over the Wii Network using Pokémon Battle Revolution. Free battling may eventually be permitted, but for now, competition will be done through tournaments and only tournaments.
Tournament Procedure
All events will use the Swiss System or a Round Robin System, depending on the number of entrants. Participants will not be eliminated after any number of losses, but will continue battling opponents with similar results until all rounds are completed.
When the pairings for each round are given, the battler listed on the left is responsible for contacting his or her opponent first to begin scheduling a date and time for the battle. Each round will have a predetermined time limit. In order to keep the tournament moving, any battle that is not completed and reported in the tournament thread by the deadline will be considered a double forfeit – a loss for both battlers.
Players may request byes in some rounds of certain tournaments. The rules for taking a bye will be given when each tournament is first announced.
Tournaments will vary in their rules regarding legendaries, legal levels and other clauses. All registrants must PM their battling team to the leading Tournament Director, or Head TD, before the beginning of each tournament. These PMs must include all Pokemon in the correct order, with their species, genders, abilities, items, and moves listed. This information will be kept confidential and will only be used in the event of a dispute. All registration PMs will be deleted three days after the conclusion of a tournament unless there is a pending complaint.
Tournament Types
Tournaments will be divided into two categories: Standard Tournaments and Championship Tournaments. Standard Tournaments will be conducted periodically. Championship Tournaments will be held no more than once per season.
Any ties at the end of a Standard Tournament will be broken using a predetermined tiebreak system. If two or more competitors are tied for first place at the end of a Championship Tournament, playoff battles will be conducted to determine the winner.
In general, Championship Tournaments will last longer than Standard tournaments, in terms of the time limits for individual rounds and the total number of rounds.
Standings
Three types of standings will be used for the TPMBL. The first is simply the number of tournaments that have been won, or the Title Count. This will be used in determining eligible participants for the Tournament of Champions and various other awards.
The second form is the Grand Prix. Based on the number of entrants in each tournament, the top finishers will win points. Other bonuses may be awarded for certain tournaments, especially Championship Tournaments. Such bonuses will be listed in the tournament’s announcement topic. These points will determine the winner of the TPMBL Grand Prix.
The last type of standings is given in ratings. Players gain points by winning battles and lose them from defeats. The stronger the opponent in comparison to a player’s own rating, the more points that can be gained (and the fewer points lost). Each participant’s rating will begin at 1500.
All rating adjustments will be done using an Elo system. (More information about Elo rating systems can be found here (http://en.wikipedia.org/wiki/Elo_rating_system).) K-values will be 48 for players rated under 1800, 36 for players rated from 1800-2099, and 24 for players rated 2100 or higher.
Ratings will be measured on both a seasonal and a permanent level. Season ratings will reset to 1500 at the beginning of each new season. (Awards will be given for the top ratings at the end of each season.) Permanent ratings will continue throughout membership in the TPMBL. These ratings will help determine tournament pairings, with higher-rated players battling lower-rated players with similar results.
Miscellaneous
A Tournament Director (TD) may not battle in any tournament in which he or she serves as the Head TD. Assistant TDs are permitted to compete, but may not make any rulings on their own battles.
Most complaints or questions can be given to either the Head TD or any Assistant TD. If there are accusations of cheating or similar improper conduct, whoever receives the report will notify the Head TD.
Over the course of a tournament, any appeals on rulings should be directed toward the Head TD. The Head TD’s word is final. If there are complaints about the TPMBL itself, they should be directed toward the Commissioner.
Any accusations of cheating or lying in a match report will be taken very seriously. Don’t do it. Punishments may range from forfeiture of a match to permanent banning from the TPMBL, and even unconfirmed reports will at least result in your behavior being closely scrutinized. If you’re not sure whether a particular act would violate the rules, ask a TD or the Commissioner.
Competitors are encouraged, though not required to keep a log of their battles. Disputes are not expected, but in the event that one does occur, battle logs will help resolve the conflict easily.
Tournament Directors
Tournament Directors are given various rankings based on their experience level. These rankings determine what roles they may serve in tournaments.
Rank C – Qualified to be an Assistant TD for any tournament
Rank B – Qualified to be an Assistant TD for any tournament or a Regular Tournament Head TD
Rank A – Qualified to be an Assistant TD or a Head TD for any tournament
