Refuse my entry? Why you little ....

Okay if you are wondering, I am in the area around Battle Tower island where I am exploring it. The island is made out of three part, the Battle Tower, the Safari Zone and the Resort area.

I had managed to explore all of them but was denied entry in one building. That building happens to be in the Resort area. Does anyone knows on how do we enter that building?
