Jirachi question

I know that there are two new topics already and I'm planning yet another one, but when I want to post I want to post and it doesn't matter if you don't have time to read a few lines!!

This is a question about Jirachi. Is it like Shenlong in Dragonball or has it any restrictions? Can you wish anything from Jirachi? I haven't seen the movie, I just read a serebii summary of it, but that didn't help me. So what do you think? Can you revive dead people or go back in time? Or should I use Celebi for the latter?

I need the information for a project, which I am not going to reveal yet, although you may guess it quite easily.

Celebi can travel through time to any point in history or the future.

Mew can use any attack or assume any form.

It stands to reason that Jirachi can grant any wish, as well.
