Well, I've never done that myself, but I imagine it's either because they want people to greet them or because they believe it's the thing to do. Or, in the case of returning members, because they want their old friends to notice their presence, and sometimes to explain what happened.

I never made topics like these, I just thought that 'coming back' is not so simple thing, you have to actually stay here rather than say that you come back and then post ten times or so. But that's my 'philosophy'.
