Steel isn't weak to electric attacks, but steel attacks are weak to electric types. So, since steel isn't strong against electric and steel types tend to have low sp. defense, and electric types have high sp. attack, it might seem as if steel is weak to electric but it isn't

since steel is strong against so many types, i'm contented to having a normal damage.

as Blue Kirin mentioned, most steel types have high def, but normal/low sp def.

Hence, elec is pretty good against steel in my eyes.
