First of all, are you planning on challenging your fellow humans with this team? That decides how serious we are about rating it; a team doesn't need to be amazing to sweep in-game opponents, although the Battle Frontier might be as difficult as clever human players to defeat.

I've done a weakness analysis of your team. You currently have two 3x weaknesses: Rock attacks and Ground attacks are each super-effective against half of your team. 3x weaknesses are a bad idea in a team that's going to go up against other humans. Now, if you end up evolving Scorcher, that'll change...but you'll simply be trading your 3x weakness to Ground for a 3x weakness to Electric. That's no better. Interestingly, the 3x weakness to Electric and your 3x weakness to Rock apply to the same three pokémon (Gyarados, Charizard and Togekiss.) This is exactly what can happen when a trainer becomes too enamoured of Flying-types.

I would normally say it's imperative to finish raising Scorcher and Lucario to at least roughly the same level as your other pokémon (even Torterra's lagging a little too much, for that matter)...but I suppose that's not as important anymore, since battles between humans pretty much always have all pokémon adjusted to either level 50 or level 100 in 4th-gen.

Well I'm currently not big on rating teams since I've only just gotten back into playing the games. As a result I'm somewhat behind the curve on what's currently effective and what's not. Even so the one thing that holds true across all generations of the main series is to try to limit your weaknesses as much as possible. Ideally you don't more than two Pokémon to be weak to a single type. Having three or more weak to one type is very bad. If your opponent has a speedy Pokémon with power behind it then you'll lose half your team before you can blink.

At the very least try to take care of that electric weakness. Even if the person you are playing against doesn't have an actual electric type, you can pretty much expect them to have an electric move of some sort. Gyarados may have power behind it but to me the water/flying type it carries is too much. 4x weakness to electric is bad. Factor in the additional 1.5x attack power if it's STAB and it's pretty much screwed. Personally I'd ditch Togekiss and just flat out stay away from straight flying types in general. Not saying it's a bad Pokémon but the fact is that flying is fairly easily countered. Charizard can work out. If it's able to learn Roost that could be helpful as it would restore HP and lose it's flying type for a few turns.

One last suggestion. While Lapras can work out pretty well have you ever given Vaporeon a try? It's HP is actually high enough to occasionally survive at least one electric attack provided STAB doesn't come into play. Even if they are getting the attack bonus I've had cases where mine has just barely managed to hold on with a few HP left.

And finally welcome to the boards ^_~
