Where can you find the Dragon Scale in Sapphire? I want a Kingdra badly, but that's difficult without the Dragon Scale...help!

It's gonna take you a while: you have to find them on wild horseas. On top of this, horseas can only be caught west of pacifidlog, they're very rare, and to find a dragon scale on one you would have to go through like 99999999 horseas. Good luck ;)

They're easier to get off Bagons at the very back of Meteor Falls. But they are still quite rare.

Isn't there a PLACE you can get it, though? If there isn't, is Thief still a TM? Or is it learned by anything?
