Solarbeam does not do 240 damage when Sunny Day is in effect. It just takes away the recharge turn, it doesn't power it up.

As for the TM, which the previous person completely failed to answer, this is from Gamefaqs:

TM 22 - Upper-right corner of the Safari Zone, requires you to Surf

You can find it in the safari zone in the area past the mud slide (the thing you need the fast bike to get over). Just look around and you should find it.
