Dream world question

I looked over the list of current (http://bulbapedia.bulbagarden.net/wiki/Pleasant_Forest_%28Dream_World_area%29) Dream (http://bulbapedia.bulbagarden.net/wiki/Windswept_Sky_%28Dream_World_area%29) World (http://bulbapedia.bulbagarden.net/wiki/Sparkling_Sea_%28Dream_World_area%29) locations (http://bulbapedia.bulbagarden.net/wiki/Pok%C3%A9mon_Caf%C3%A9_Forest_%28Dream_World_area% 29), but I noticed that only a few pokemon were available here. How then, for example, does one catch a Torchic with Speed boost (http://bulbapedia.bulbagarden.net/wiki/Torchic_%28Pok%C3%A9mon%29), or a Squirtle with Rain dish (http://bulbapedia.bulbagarden.net/wiki/Squirtle_%28Pok%C3%A9mon%29)?

As you play the DW, you attain points. The more points you get the more Pokemon (and areas) become available. Some Pokemon (Ditto for example) haven't been released yet to the public.
