Deokishisu

I translated the site [www.pokemon-gba.com] recently to see if they had updated with any news or what have you, and I stumbled across a list of "meeting locations". The site said that at those locations, 5,000 would be given away. 5,000 what exactly I do not know. Perhaps the Japanese, too, aren't able to obtain Jiraachi and/or Deokishisu without the assistance of officials? Could someone go to that site and further investigate? I only know what little English my translator manged to scrape up for me.
