From what I have seen, it looks like they are pretty rare, they were an event Pokemon, but the good news is they can be bred to get more, so you would have to know/trade with someone that has one that they can breed.

To add onto what Christen said, your time window for getting an Own Tempo Rockruff in this generation is shrinking. By April 8 of this year, you'll no longer be able to do online trades, but I might be able to help you get an Own Tempo Rockruff in your Ultra Moon game.
