I was wondering if it is possible to breed Earthquake onto a Torchic without the use of the TM since I want to save it for my Flygon. I tried breeding with Camerupt but that's not working, so is it possible?

Nope sorry, these are the moves Torchic can learn through breeding and Equake doesn't seem to be one of them:
Counter: Sandshrew, Rhyhorn, Phanpy, Slaking,
Zangoose
Reversal: Rhyhorn, Vigoroth
Endure: Phanpy, Torkoal, Vigoroth
Swagger: Poochyena, Nuzleaf, Whailmer, Slaking, Whismur,
Seviper
Rock Slide: Sandshrew, Rhyhorn, Spinda, Camerupt, Spheal
Smelling Salt: Spinda, Whismur

TM's are passed down from the father, right? It didn't work because Torchic isn't compatible with the Earthquake TM. Only Blaziken can learn Earthquake, not Combusken or Torchic. So, your breeding experiment didn't work.
So, either choose Blaziken or Flygon for your earthquake. Or, just get more TM's by trading pokemon holding TM's.
