I decided to make a list of where all the Lgendary Pokemon can be caught in RS:

Reji-rock: Desert Ruins, accessible after Brail Puzzle
Reji-ice: Marine Ruins, accessible after Brail Puzzle on Route 105
Reji-steel: Rainy Ruins, accessible after Brail Puzzle on Route 120
Latias: Found randomly in wild(sa), found on Southern Island(ru)*
Latios: Found ranomly in wild(ru), found on Southern Island(sa)*
Groudon: Found in back of Rune City Cave(ru)
Kyogre: Found in back of Rune City Cave(sa)
Rekkuuza: Found ontop of Tower east of Konagi Town, need Fast Bike
Jiraachi: Unaccessible in both r/s versions
Deokishisu: Unaccessible in both r/s versions

*This isn't 100% confimed, but has evidence

I believe some well-respected Pokemon information sites have stated that Nintendo has revealed that those two are not obtainable within the game. I don't know links, though. I believe Pallette(or something) was one of the sites, but it's a Japanese site.

No, those 2 legendarys cannot be caught inside Ruby or Sapphire.

Its the town on floating logs east of Saiyuu City and Rune City, that little blue dot.
