can i get legenderys before i get all 8 badges and beat the elite?

I think you can only get Groudon/Kyogre before the 8th Badge depending on your version. Actually, you have to defeat/capture it before getting the Rain Badge in Rune City.

the only ones you can get at this point are groudon/kyogre (depending on which version you have), and the three rejis. for latios and latias, they'll only appear after you beat the elite 4.
