If you're playing Red or Blue, it's in the Celadon City Game Corner (just right of a house that you have to use Surf to get to), where you can buy it for 7700 coins. It'd be in the same place for Yellow, but I don't know how much it costs there.

Also SHINY NINETALES DO YOU LIKE THE CAPS LOCK KEY?

The post above has NOTHING to do with the subject, since Swampert1 was asking where to find the TM for Substitute, NOT a Pokemon that could learn it.

And, Swampert1, what Pokemon are you planning to use the TM on? I think it works best with Snorlax/Dragonite/Lapras since they all have very high HP.

Also, Mr. Mime isn't in the gamecorner in RBY. You have to trade an Abra for him or a Clefairy for him in Yellow.
