I know that you find Rekkuuza is in a tower, I just don't know which one. I need 1 quick ENGLISH answer please. And try not to use the real town names. I'm dazed, confused and unable to read Japaneese. :P

First you have to beat the elite five, then go to rune city, the city which you have to dive under water to gain access to it (also where you catch groudon/kyogre), then go to the west till you reach a new city, from there surf northeast; and you should arrive at a tower.

A more clear (and accurate) description:

Fly to the SOUTH part of the Pokemon League place (Saiyuu). Surf down the waterfall, and begin Surfing West. Continue along to Route 130, then 131, then eventually you'll reach Kaina (the log town). From Kaina, Surf back the way you came, keeping to the very top of the route, until you see a gap in the rocks. Surf along through the narrow bit of water between the rocks, and you'll reach a wider space. Surf to the top, head onto the land, and into the cave. go through the cave and out onto the top, and you'll find the tower.
