Quick Question about EQ

I have recently started playing my R/B game again and Im beginning to create a team to battle my friend, who also restarted his game with me. However, I cannot remember where the TM for earthquake is...or if there is one? A lil help with this would be appreciated.

It's TM 26, and it's in silph co. I forget which floor though...
