Jolteon - maybe bodyslam over pin missile.
Dragonite - Bodyslam or Double Edge in there someplace, this guys attack stat is not to be wasted.

Nope Roar has no in battle effect in RBY.
And...
Jolteon doesn´t have the attack to pull Bodyslam of and Dragonite already has Double Edge

Just to clear things up, then, don't put Roar on Rhydon, it's useless in battle in RBY. It doesn't do anything.
