Shrinky my Piccy??

Let me start by saying I only have Paint on my comp, and it sucks.
Anyway, I was wondering if anyone could shrink the attached pic to 100X100 Pixels Max, and keep the pic under 40KB, it's in JPG, but can be JPG, PNG, GIF format.
