Is there a formula for getting the maximum PP a move can have after using lots of PP Ups?

Yes, there is, and a very simple one. Each PP Up adds one fifth of the original max, and up to three can be used, so a move's maximum PP is eight fifths of the original. Here's a quick chart if fractional multiples give you the willies:

5 > 8
10 > 16
15 > 24
20 > 32
25 > 40
30 > 48
35 > 56
40 > 64

Of course, most 40-PP moves aren't good enough to deserve more PP, but it's possible.
