I don't really know how to Rate Teams... But you can't breed a get a sandslash with Rock Slide and Swords Dance.... Unless you cheat...

I think SD + RS is legal in 386, but i'm not familiar with r/s breeding.

blissey: maybe calm mind, thunderbolt/aromatherapy, ice beam/aromatherapy, softboiled

raichu: t-wave over encore or protect. leftovers/petaya berry over magnet.

clefable: salac berry over metal coat.

dragonair: evolve into dragonite, give it Dragon Dance, Aerial Ace, EQ, Brick Break/HP Rock @ Liechi Berry/Leftovers or A special sweeper w/ any special attack (Flamethrower/Fire Blast, Thunderbolt, Ice Beam, Surf, Dragon Claw... @ Salac Berry/Petaya Berry/Leftovers) you could throw in a physical attack in there.

Regice: give it leftovers... don't touch the set, it's the only possible set on regice.

Roselia: Aromatherapy, Giga Drain/Magical Leaf, Sludge Bomb, Filler... never used one, don't know much about it.

SD and Slide are legal in 386 but not 200 (The female is the species of the baby and males can pass on moves)

Anyway it can be obtained with
smeargle > rhyhorn > sandshrew

also, smeargle is in the ground egg group, as is sandslash, so he can get whatever breeding moves he wants...

Seems like a very decent team...

Blissey should have Ice Beam/ Thunderbolt in there over Psychic (Serence Grace trait makes 20% freezing/ paralyzing probability). Also you don't need both Rest & Softboiled... replace Rest w/ Toxic or Refresh (Refresh is if have Serene Grace & not Natural Cure).
Calm Mind over Light Screen might be of more use, but up to you. Light Screen is only especially more helpful if Blissey gets Counter again in Fire Red/ Leaf Green.

Go with Thunder Wave over Protect, that's my favorite set (Thunderbolt, Thunder Wave, Encore, Focus Punch) for Raichu.

Also, you have a 3 times fighting weakness (Blissey/ Clefable/ Regice).
