how do you get celebi, or is it like mew and you have to either cheat or win some national contest to get it?

It's available in ***. Crystal only, unless you Gameshark one or get one from Nintendo.

The only way to get Celebi in America is either to have gotten one from Nintendo, or by getting one from the New York Pokémon Center. Outside of that, the only way to get Celebi in America is by using a Gameshark. The code to encounter Celebi in Gold or Silver is 01FBEDD0. To encounter Celebi in Crystal, the gameshark code is 91FB04D2.

In Japan, I think that after you finished Pokémon Crystal, you would get a special apricorn from someone in Goldenrod City, and then you would then take it to Kurt in Azalea Town, and he would make a GS Ball for you. You would then take the GS Ball to that little Shrine in the Ilex Forest, and Celebi would appear. But of course, that is the Japanese version.
