As Trog Dor’s second burst is released Bluto returns the favor with a frigid gust barring daggers of ice.

First fly up to a safe height (about 20-25 ft.) and use Rain Dance to encourage a Sunny Day. Then go ahead and try Thunderbolt. Hopefully the sun will prevent the chill.

Finally, ExtremeSpeed to dodge Zap Cannon and attack Bluto. Then fly back to your 20-25 ft. height (or as high as you can get withing the action).

Battle:

Bluto holds off generating his blizzard for the time being, he notes the particular dance his opponent has begun. Once the dragon has reached the half way point, he begins his own spell, one to purge the rain that is being summoned. Trog Dor relishes the cooling rain for the handful of heart beats it falls, then rejoices as his opponent takes the bait. The two trade blows, one lashes out with a bolt of thunder into the sloth’s torso, the rips open his foe’s draconic hide with frigid daggers borne on a frigid gust. Both recover from the brutal exchanged blows at the same time. While Bluto takes the precious seconds to generate his zap cannon, Trog Dor simply waits. As the erratic burst is released, the Dragonair leaps forward with a burst of supernatural speed to tackle the sloth into the ground. The remaining momentum carries him back a mere 10 feet into the air.

Trog Dor again trades blows with his aquatic opponent, while the sloth suffers worst the dragon is in excruciating pain. The delay in preparing his final ice beam is all that spares Trog Dor from falling at the same time as his foe.
