FYI, I would suggest evolving Pikachu, even with the Light Ball the stat increase in special attack does not help as much as the all around increase the evolve provides.

Be aware, that if you're just playing in game that you don't need to evolve it, but if you're going to be doing competitive battling, you're going to need to evolve it.
