Arcanine: CB only boosts attack, i think, so go leftovers or white herb overheat. protect/iron tail/hp grass are options over crunch... iron tail's bad accuracy won't be that much of a pain

milotic: yawn

zangoose: shadow ball over aerial ace, or you're screwed against ghosts. perhaps a salac over leftovers

breloom: focus punch is 100% if breloom isn't damaged on that turn, and is the perfect fit with spore. also, 2 focus punch > 3 sky uppercut. leech seed has no use; sheer power is preferable. bulk up/hp ghost and mach punch to fill up the last 2 slots.

manectric: crunch over roar, possibly hp ice/grass over light screen, your choice

weezing: will-o-wisp over haze... you don't need 2 p-hazers and 1 hazer on 1 team

Extremespeed + Choice Band = Hyper Beam that always go first and doesn't need to recharge.
I can also do a CB Fie Blast. In that it's 120 x 1.5 x 1.5 = 270.
He also has Intimidate so he probably won't be OHKOed.

And I already have Shadow Ball on Zangoose.

Choice band only doubles attack, so it doesnot help Fire Blast, and also Flamethrower is better.

I didn't know that Choice Band increases only normal attack and not Sp. atk.

Focus Punch takes 2 turns, one to charge, and to attack. if you are hit while chraging, the attack will fail.

Focus Punch takes only one turn. While it's true if you're hit with a damaging attack then the attack fails & it always goes last even if you're faster, but it only takes one turn. You charge up before they attack & then you unleash the Punch after they attack. You do not take a whole turn to charge & then a whole other turn to punch. If that was the case the move would be useless.

Choice Band works really well with Extremespeed and Fire Blast.

As has been stated, Choice Band only affects physical attack.
Either replace Extremespeed for HP Grass or get a more physical setup going; you can't really afford to mix.

Quick Attack over Aerial Ace might be beneficial here.

Focus Punch takes one turn. While it is conditional, it has 100% accuracy when it works, and it is virtually guaranteed to work just after a Spore. I'd go for Mach Punch as the other attack personally, but Return provides a more powerful unconditional attack.

I'm not sure about his durability. HP Water/Ice/Grass might be better over Roar.

Will-O-Wisp over Haze. You already have a pseudo-hazer or two, and WOW counters Dragon Dancers, Cursers and Bulk Uppers pretty decently as well as being useful in other cases.
