2) What's a good moveset for one?

You can find Heracross by headbutting mountain trees (I think), meaning most trees aside from those between Azalea and Ecruteak. I know that the trees east of Ecruteak work... The Heracross trees can drop Spearows and stuff rather than being the ones with the Weedles/Caterpies.

Heracross sets:

Megahorn/Earthquake/Rest/Sleep Talk
Megahorn/Earthquake/Endure/Reversal (poor 'set without Agility BPs)
Megahorn/Earthquake/Rest/Curse
Megahorn/Earthquake/Curse/Counter
Megahorn/Earthquake/Rest/Couter
Megahorn/Curse/Rest/Sleep Talk
(Chris will slap me for this, but regardless of what he says, it works) Megahorn/Rest/Sleep Talk

And so on.

You can find a Heracross by Headbutting "Mountain Area" trees. Mountain area trees also have Spearow and Aipom. Heracross are pretty hard to find, and they seem to be found most often in certain trees. So, if you headbutt a tree a couple of times, and don't find any Heracross, then move on to another tree, and try again. Mountain area trees are the trees that are found on routes Routes 29, 30, 31, 32, 33, 42, 43, 44, 45, 46, as well as the cities that are in between those routes.

Moveset wise, you could use:

Earthquake
Curse
Rest
Megahorn
@leftovers

Anyway, GoldDraconian and N1CF provided other alternatives, and any of those are good choices as well.
