In your journeys at the Crystal Caves Capture Center, you may use your Pokemon and the resources in the area (sticks, rocks, water, etc.) to capture a Pokemon. Not only that, but you may use items that can be found here in the Item Shop, nets to trap Pokemon, food to distract Pokemon, Pokeballs to capture Pokemon, and powders to weaken Pokemon.

Food - 2 CCPs - Distracts the Pokemon you're facing. Each box holds 20 pieces.
Neutral Net - 5 CCPs - Can trap targetted Pokémon
Elemental Net - 8 CCPs - Pick an element as you buy. Works well on Pokemon of that element, but can still trap others.
Pokeball - 1 CCP - A weak ball for capturing Pokémon
Great Ball - 2 CCPs - A medium-strength ball for capturing Pokémon
Ultra Ball - 8 CCPs - A strong ball for capturing Pokémon
Fast Ball - 5 CCPs - Captures fast Pokémon more easily
Heavy Ball - 5 CCPs - Captures heavy Pokémon more easily
Lure Ball - 5 CCPs - Captures water-type Pokémon more easily
Stun Ball ? 10 CCPs - Captures Pokémon that have a status effect more easily
Crystal Ball - 5 CCPs - Has an equal chance of being a Master Ball, Ultra Ball, Great Ball, Pokeball, or not working.
Stun Powder ? 10 CCPs - Causes muscle contractions and loss of mobility in the afflicted Pokemon
Sleep Powder ? 10 CCPs - Puts Pokemon to sleep
Poison Powder ? 10 CCPs - Infects the afflicted Pokemon with toxins to weaken it.
Freeze Pellets ? 20 CCPs - Explodes in a blue cloud on impact, freezing the Pokemon solid.
Pheonix Burns ? 10 CCPs - Explodes in a bright flame on impact, burning the afflicted Pokemon.

Beach Ball - 20 CCPs - 2× Special Attack on Water Pokemon, Ice Pokemon Cannot be Poisoned or Confused.
4 Leaf Clover - 20 CCPs - 2× Defense on Grass Pokemon, Poison Pokemon Cannot be Asleep.
Matches - 20 CCPs - 2× Speed On Fire Pokemon, Rock Pokemon Cannot be paralysed.
On-Off Socket - 20 CCPs - 2× Attack on Electric Pokemon, Steel Pokemon cannot be burned or frozen.
Deflection Coat - 20 CCPs - 2× Special Defense on Ground Pokemon, Normal Pokemon are not affected by attraction.
Screw Driver - 15 CCPs - 2× Attack on Ryhorn.

As long as one of the types is water it gets the effect. For example a spheal would benefit from both its affects while a vaporeon woudl only get the 2x special attack. And it goes for the overall special attack. For example a L.5 vaporeon with no items woudl have a special attack of 19. That same vaporeon with a beach ball would have a special attack of 38. And any attack that works off special would be influenced, btu the poke must be able to learn it ^^;;. Hope that answered your q.

Why would you want to delete moves?

Your pokémon can just act like that it doesn't know the move. No one's forcing you to use it.

They help lower defense, and if you Rest / Sleep Talk again and pull of a physical move that could be quite devastating.

Everything can't go your own way, unfortunately. As far as I know when a pokemon learns a move here it can't be removed at all. Sleep Talk is all about risk, like Metronome, but it's more limited. You'll probably just have to live with that for now.

AS I'VE SAID, you're attempting to make an overpowered Metronome exclusive to your own pokemon's moveset. I'm sorry, but in-game, that would be possible since you're limited to only three other moves. But in this case, you're going to be removing all of your weak moves to make something that's known as 'cheap'. Everyone would be having Rest / Sleep Talk combinations at AC/CC like no tomorrow. And guess what's going to happen?

You move.
Pokemon gets damaged.
Rest.
Sleep Talk.
Pokemon gets damaged.
Sleep Talk again.
Pokemon gets damaged.
Wake up.
Rest.
Sleep Talk.

Etc.

And just you know, I doubt anyone would play in a biased battle so it won't end in two moves maximum. It would prolong the battle for ages and ages and ages, not to mention be quite boring. If it does end unless you're lucky to get a few critical hits and/or inflict some statuses on your opponent.

There are many other reasons why I'm against these, but I'll leave it there. I don't think your idea is going to be approved.

Move deleting may not work for the reasons Jay mentioned. Maybe if you can only delete one or two moves for a price, but then again, most low level Pokes don't have that many moves to start out with. Anyways, there are many other Rest combos, Toxic/Rest being one of the more effective.

No, Genes only evolve Pokemon who normally evolve through Happiness or Trading. If your Pokemon has to evolve through trading with an item, you have to get that specific item.
