Pokemon Game Editers

I need help with making an unofficial Pokemon game. I've made a kit in Paint with a bunch of RBY tiles, and found an okay Gameboy emulator. However, I need a Pokemon Blue emulator (and yes, I do own a real Blue cartridge, so it's not like I'm stealing anything), and some program that can edit sprites, tiles, events, etc. Also, does RPG Maker 2003 (http://www.thaiware.com/software/download_rpgmaker2003.htm) have any of these features (I haven't yet downloaded it, so I wouldn't know)? Any help would be appreciated.

1. The whole "I own the cartridge" thing is myth. So is the "I'll only keep it for 24 hours." I don't care if you cleaned out Walmart's stock of them and will only have the thing for five minutes. Nintendo ROMs are still illegal.

2. Discussion of ROMs is against the forum rules, so I'm feeling pretty sure that asking how to make one is against them too.
