Why would there be unobtainable key items in Fire Red and Leaf Green?

It's because Fire Red and Leaf Green use Ruby and Sapphire as the base for the work. Therefore, all of the items from Ruby and Sapphire still exist in FRLG, including the Key Items. I have no idea why, but who cares?

Probably because its possible to shark pokemon on RuSa holding key items, if they werent on FRLG then if you traded these sharked pokes holding key items, it would probably screw the game because it wouldnt recognise the items.
