Where can I find Shellder in Leaf Green?

You can't find Shellder in Leaf Green. Shellder is exclusive to Fire Red, so you will have to trade one from Fire Red to Leaf Green. In Fire Red, Shellder is found by fishing on Island 1, Island 4 Cave, Island 5, Route 21, Vermillion City, and Cinnabar Island.

...!? I was under the impression that the RBY pokémon exclusive to FR or LG were the same as those exclusive to R or B, except for switching Scyther and Pinsir...so what's the actual list of exclusive pokémon?

PS: What rod do you use to catch Shellder?

Good and Super Rod. Super Rod gets it at rather high lvls, so if you want it to know some older skills you'll do better with Good Rod, but if you want Ice Beam before it evolves, then catch it high leveled.
