Where is the TM for Solorbeam in gold and silver?

It's found on the way to the Pokemon League. Go along the boardwalk until you fight a girl who uses Two Starmie and a Nidoqueen. Surf down, and go down until you see a whirlpool. Use it and go through to battle a trainer with a level....36 Farfetch'd and the TM22 is just there!

To add to what Brit Chris said, the TM is located by surfing off the boardwalk on Route 26/27.
