You'll need to wait until level 23 if you want to have Focus Energy, but yeah, for the moveset Green_Pikachu suggested, there's no reason to put it off beyond that. Some people think Nidoking's final stats will be different if you evolve it early or wait until late, but the truth is it makes no difference. The only good reason to put off a Nidorino's evolution is to get the moves Nidorino learns naturally (Focus Energy, Fury Attack, Horn Drill, Double Kick) and none of them beyond FE matter to you if you're using Green_Pikachu's set.
