Ninetales: O.K. Confuse Ray over Protect. As for Hidden Power, Whatever you get first. I don't know of EVs for Ninetales.

Gyarados: Can't learn fly. Do not put Special Attacks on it, Its Special Attack is HORRIBLE.

Herracross: Pretty good. Last move should be HP Ghost for type coverage. For EVs: 252 Attack, 252 Speed, 6 HP

I don't know about the item though.

Rhydon: Replace Protect with a good Psysical Attack or stat enhacing. You could always have HP Rock and Swords Dance over Rock Slide.

Donphan: Don't know.

Poor build. Too many sweepers, no tanks. I would pick Herracross and drop Gyarados, Rhydon, and Donphan. Why did you give everything Leftovers? As for the last slot, I know sets for Gardevoir, Slaking, and Bannette. I'll post later.

Ok, but how can I bulid those EVs, too little knowledge about them. About Rhydon and Donphan, I'm open to which is better. Help me..

Ok, I made some changes on my 3rd team and I've compiled your suggestions, I hope you'll continue to advice because there are some choices: Which do you think is the best set? then I'll give the movesets and you can help me build those.
