All of the movesets look good. The only issue I have is with EVs, but everyone is different with them, I think. But on Blissey, you have the extra 6 EVs toward HP when you already have 252 towards HP, so I suggest those last 6 towards Sp Def.

Your Team looks good and could work well in battles, you might need a few tests there. The last part about Deoxys is that Ubers are mostly banned so you should think about using an Umbreon more. Umbreon can make a great Annoyer if you change your Moveset a bit. I know it has no attacks but it could pass the Mean Look and Substitute to a Sweeper to finish off the Pokemon you trap if you can't Toxic it.

Good moveset, you might want to consider Double Team, Charm, or Substitute in place of Wish, but it's fine.

True that HP: Fire will not be expected, but if you have Flamethrower on Slowbro, it's best if you go with Sludge Bomb or Protect.

You need to note it down on a bit of paper or in Notepad on your computer as you do it. Getting EVs may be boring but it's worth it in the end when you go into battling against other people or the Battle Tower. It's quicker getting EVs than training a Pokemon to Level 100 so just think of it that way. If you get bored stop for a while and do something else just make sure you save that document with your current EVs written on it.

If you want to max out two stats and don't really care about the single extra point at level 100 you can get from the extra 6 EP, then you don't have to count. Just beat up endless masses of the pokémon that give EP in your chosen stats until the Energy Guru's wife feels like giving you the Effort Ribbon. This works best if you can find a place where every wild pokémon gives EP in those stats...you can also repeatedly battle Trainer's Eyes trainers. That's good for controlling EV training.

Or you could always speed things up with vitamins (100EPs) and macho brace + pokerus (x4 on EPs when together)

I'd go with a Tobybro-type set. Thunderwave>Psychic, Fire Blast>Ice Beam. Or Flamethrower. Consider Timid over Modest.

EP = Effort Points

There's a lot to learn about them if you don't understand them yet so you should really ask in the Advance Generation main Forum not the Team Rating part.
