Legal promo cards in NeoOn?

I just have one q, the bs electabuzz and rainbow energy, are they legal in the neo on format, since the bs electabuzz is a "promo" card in the bz, and the rainbow e was also given as a "promo" card?
In a professor list digest some guy asked if the ebuzz was legal, and the answer was yes, but i just wanted to double check with you guys, maybe they overruled that, and i don't spend so much time on the net anymore. :(

Yes, Electabuzz and Rainbow Energy are Modified, NeoOn, legal.

Note that all printed versions of these cards are legal, not just the promos.
