They would need 31 IVs and 252 EVs in all Stat areas. The 31 IVs for all Stats would take ages of breeding the perfect Pokemon. Then the 252 EVs in all Stats is illegal because the total maximum EVs you can have is 510 EVs. So really you can only max out two Stats by having 31 IVs on those Stats and putting nearly all the EVs you can into it, 252 EVs.

What part don't you understand? IVs? EVs? People who aren't into Pokemon as much as others don't know about these complicated things.

if u dont know how many IV a pokemon has how would u know it has 31?? i read in seriebi.net that there's lower natures, neutral natrues, and higher natures to maz the stats

IVs range from 0 to 31 and 31 is the highest and best your IVs can be for each Stat. If you have a different Personality it can lower and higher certain Stats by 10%. Meaning you can't reach the maximum in that Stat if it's been lowered by 10% because of a Personality.

dont u breed two poekmon with good IVs to make a baby with good IVs. but how do u find the IVs of the pokemon

Breeding passes on some of the IVs from certain Stats on the Mother and certain Stats on the father but those are random for each Egg. So this is why you need to hatch lots of Eggs that good Parents make. To find the IVs of your Pokemon search the Internet for a Pokemon RS IV Calculator and that should help you.

Finding out a Pokémon's IVs can take a little while. When a Pokémon is at Level 100, if you know the max stats for a Pokémon's species, you will be able to figure out its exact IVs. If a Pokémon has an IV of 31 in a stat, then it will be able to get max stats in that individual stat, as long as it has 252 EVs in that stat too. If a Pokémon has an IV of 0 in a stat, then the highest value that it can obtain in that stat would be 31 below the maximum for that stat, and that would be with 252 EVs. At level 100, for every 4 EVs that a Pokémon has in a stat, it will have 1 extra stat point. The max amount of EVs that you can have in a stat is 255, (although you only need 252, since you need 4 EVs for 1 stat point, and you can't get 256 EVs in a stat.) so with 252 EVs, you can get 63 points in a stat at Level 100. So, at Level 100, even with an IV of 31, with no EVs in a stat, your Pokémon will still end up with a stat value that is 63 points lower then the maximum.
