Some people are just crazy and forget the Old Rod will always get you a Magikarp. You just need to wait a little longer into the game and you'll get the Old Rod. That'll make a saving of $500, now if you're really cheap and want more Pokeballs and Potions you would wait.
Yeah, but the option of buying a Magikarp earlier lets you take advantage of the trainers in Mt. Moon, which can make evolving it into a Gyarados easier.
