After you win 5 rounds (35 wins) in a row at the battle tower, every round after that, you can win a leftovers. You can also get it in the abandoned ship, where there are two sailors, click on the left bin.

Garbage can in the top left corner of the ship's lower level. You can only use the ship AFTER beating the elite four, and can only explore it when you tell it travel to the other town (if you travel to the battle tower, it just goes there instantly without you actually seeing the inside of the ship)
