As said before,you can catch Shuppet. It's just VERY VERY rare. Same with Duskull in Sapphire.

They can also be found inside Mt. Pyre, though I doubt they're any more common there.

To be even more specific, if you're playing Ruby, the only place to find Shuppet inside the tower are the 5th and top levels.
